phone screen frozen on control center

my iphone xr is frozen on the control center menu. the volume up and down buttons work and when i get texts it shows up as a notification but it is unresponsive on the touchscreen. ive tried to turn off or factory reset but when i do that the off slider on the screen is behind the control center- i cant really see anything but fuzzy shadows like how anything behind the control center is like frosted glass. i cant swipe the slider and when i plug it into my computer nothing happens. really just waiting for its battery to die but that will probably be a bit.
