My husband and I have family sharing, with him as the organizer. I have an Apple ID balance that I would like to use as the main payment method for our family sharing purchases. I'm seeking recommendations for the most seamless way to do this.

I guess I wasn't clear. We currently share an iCloud storage plan, but my husband's card is charged for it every month. We want to use the Apple ID balance that is in my name to pay for this storage. Since there doesn't seem to be any way for me to transfer that balance to my husband's account, do we just need to make me the organizer? What kind of black hole would that be? Or can I pay for a year's worth of iCloud storage all at once with my balance?

Start a family group
One adult in the family—the family organizer—can set up Family Sharing for the group from their iPhone, iPad, iPod touch, or Mac. If you turn on purchase sharing, you'll be asked to confirm that you agree to pay for purchases initiated by the family members you invite and that you have a valid payment method on file. Valid payment methods for setting up Family Sharing include credit cards and debit cards.*

No, I didn't say that. As as far as I can tell, that's OK, see Share an iCloud storage plan with your family - Apple Support. You can't obtain an annual subscriptions any more though. But you can pay a year in advance by, for example, using an Apple gift card. But you won't get a discount so there is little point to doing so.
So are you saying that there is no way we can use my Apple ID balance to pay for the iCloud storage monthly subscription or the yearly Day One app subscription that we family share????? What can I use that balance for, then? We don't have (don't want) Apple Music.
There isn't one. The iTunes Store credit can't be used as the primary payment method or accessed by other people in the family group, even if it's in the organizer's account.

Since the balance is on your account, the only thing you can use the balance for is purchases/suscriptions you make.
