is the new iPhone SE only limited specified Carriers

is the new iPhone SE only limited to AT&T, Sprint, T Mobile, or Verizon?

I currently use Consumer Cellular with my old iPhone SE

Will Apple allow me to purchase under that carrier instead of the traditional 4 listed?

If you pay for the phone in full at the time of purchase, it will come sim-free and you can use it the carrier you choose. But to get it sim-free, you must pay in full at purchase, which you can choose as your purchase option online.
