I don't know. The next step in troubleshooting would be to create a current backup and restore to that backup. I realize that you can make calls on another device, but still check with your carrier to see if there would be a reason that you are unable to do that on this phone. There really isn't anything to do on the phone to change those settings.
What happens when you try? The ability to do this is carrier dependent. Does your carrier support this feature?
when i press swap it doesnt do anything. and yes my carrier supports this because i can merge calls using my iphone 10
