That information would be set when you activate Wi-Fi calling. However, you cannot activate wi-fi calling on the iPad, that is done on the iPhone and then you configure the iPhone to allow you to do calling from the iPad. You can only configure one 9-1-1 address, and that is done on the iPhone. Generally people use their home address. Make a call with Wi-Fi Calling - Apple Support

I checked my phone, and it had already been activated. But even though I enabled "calls on other devices" and the switches were green, when I went back a screen, "calls on other devices" said "off." I checked again, and other devices were still enabled. I also got a message from ATT that I needed to enable that feature on my iPad. Is there something else I should do?
