If the Finder is stuck, press Command-Option-Escape. Then select the Finder in the list and click Relaunch.
The Finder will restart, and should now let you restart your mac (i.e. not be stuck anymore).
If that does not work, for some reason, you may open Terminal (command-space to launch Spotlight, type Term and press enter).
In the Terminal, type
killall Finder

Hold shift and click the apple logo. There is an option that says 'force quit finder'. Click it. This should work.
Well you may have to force restart of your mac, or if that doesn’t work, shut it down by holding down the power key for 2 seconds or so.
The default for launching Siri is to *press and hold* command-space.
If you press command-space and release the keys, it should launch Spotlight; alternatively, click the Loupe at the top right of your menu bar to launch it.
So, I've tried all of these things suggested above and I still cannot force Finder to relaunch. Any other suggestions? I think it might have to do with this: I recently got a new phone Xs and when I tried to synch it with my laptop/Apple Music, it got locked in seemingly eternal "synching" mode. The wheel spins, it says it's 100% synched, yet the wheel keeps spinning and I can't eject the phone normally.
I've tried to relaunch Finder and that doesn't work. When I try to access Terminal (command-space), I just get Siri. Is there another way to access Terminal or Spotlight?
When I try to force the Mac to quit, I receive this message: Finder cannot be shut down because an operation is still in progress on an IOS device.
