Eligible Visa Cards Already in Wallet, But instant Transfer still asks me to add a card

I already have an eligible Visa card, a few of them actually. But when I go to do instant transfer to the debit card, it asks me to Add a eligible card. When I go to add a card it tells me the card is already in the wallet and still does not allow me transfer.
