HomePod says "Your iPhone is not available"

When I ask Siri (via HomePod) to create a reminder, etc., it always replies ("Your iPhone is not available. Check to see that it's powered on...") But of course my iPhone is on, connected to the same WiFi network, and is fully able to see and control the HomePod.
