Can I listen to fm radio without having my phone near by like the old iPods? I have a series 3 watch

The Apple Watch does not include an FM radio.
You can get a cellular model and stream radio channels, but that is not the same thing.
With a GPS only model, you can download prerecorded radio shows as podcasts and play them (Overcast is a good choice as a podcast player).
You can download music and audiobooks to listen to on your Apple Watch.
Of course everything you do with a GPS only model can be done with a cellular model, and the cellular model can stream stuff from the internet as well.
