the books app on my iPad is not syncing with my phone (all other apps do) so when I purchase a book on my iPhone, i cannot see it on my iPad. How do I resolve this issue?
Also, on my iPad, the books store does not come up so I cannot buy books through my iPad. Is this linked to the above question? and how do I resolve this?

Yes both using same password, both connected to internet via the same wifi and there is no error message. The message received when i click on a book cover on the iPad is that it is downloading and I will be notified when it is ready but it never downloads. As for the book store, there is no icon to bring it up on the ipad,
Sounds like you cannot access the Internet with the iPad.
Try using iPad's Safari and visit this website: https://www.apple.com/
If you can't, try rebooting your Wi-Fi router.
FYI: There is no Book Store icon on Home Screen.
You access the Book Store via the Books app (the 3rd icon (middle) at the bottom)

the internet works on the ipad and i am working on the wifi now so not sure that is the problem. There is no book store icon in the books app :-( this is my concern. I have tried removing the app and reinstalling but still nothing.

Are both devices using the same Apple ID and password?
Is your iPad connected to the Internet via your home Wi-Fi router?
What error message are you getting?
Do you have restrictions set?
Settings > Screen Time >
Note You need to enabled Content & Privacy Restrictions to read/edit changes
