i cant connect my personal hotspot to my microsoft surface laptop?

i got 2 iphone but both phone very hard to connect the personal hotspot to my laptop.

iPhone X, iOS 13

Hotspot is carrier specific feature. Contact you carrier to check if they have enabled Hotspot with your data plan.
