Help me to unblock my App Store and iTunes user account

I can't extend iCloud storage because my App Store and iTunes user account has been blocked. Also I can't link a payment card because my user account is disabled in App Store and iTunes. Please, help pe to unblock my user account. Some time ago money was debited from my payment card, but I didn't buy anything. I asked the Bank to withdraw this payment and the money was returned. Will the money be debited again if I link another card?

When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help.”
