Change the organizer of the account

You can't change the organizer.

You must disband the family and recreate it with a new organizer.

Don't quite get it. I have purchased subscription to storage space on iCloud. A mac, two adult iPhones and a child iPhone are using it at the moment via family share. I need to disband family share in order to change the country on all Apple IDs. In order to do that I have to take out my wife and my daughter from the family sharing. What will happen to their content on the iCloud storage once they are removed from the family share? Is it going to be deleted? If not, can they access it again if I recreate the family sharing after I change the country/region in the Apple ID?

The data in iCloud is also on their device/computer. After you set the family up again and have access to iCloud, the data should sync back to iCloud.

They can also archive the data to have a backup.

Not all data is on devices. There is more data on the iCloud storage than available space on devices thanks to "optimise device storage" option. We can't download all the data onto devices.

only the shared family album will be affected.

Back up the data to hard drive, then download more. Repeat as many time as necessary.
