Really fed up with my ipad mini

Received a new ipad mini one over a week ago and still cannot send messages or use facetime. I've always been an android user and new to apple. As far as I know I have set up my apple Id correctly, can send and receive email and managed a purchase from the app store. But I cannot sign into imessage or facetime. I do not see any options for them under icloud settings, so cannot simply switch them off and on again (as every site seems to suggest) about ready to package it up and sell it on. Really would appreciate some meaningful help. Andrew

Have you tried signing into Settings/Messages and Settings/FaceTime?

Messages - If you get an error when trying to activate iMessage or FaceTime.

Messages Troubleshooting.

Do you have access to another WiFi network where you can try? That has worked for several people.

Try a restart.

Restart your iPhone, iPad, or iPod touch

Try a forced restart.

Reset Device.

If necessary

Hard reset.

Do a backup and try a factory reset. Then restore from your backup.

Restore to Factory setting.

Backup - Restore your device from an iCloud or iTunes backup.
