Can I use my Apple Watch without purchasing cellular data? Or can I use it with just Bluetooth and wifi? Verizon is charging me an extra $10 a month to use cellular when I haven’t set it up on my watch. They claimed that my watch won’t work if I discontinue the plan. Help!

If you do not activate your cellular radio (or turn off the service you already have), then the cellular Apple Watch will behave just like a GPS only Apple Watch.
The GPS only Apple Watch can do Everything the cellular model can do as long as your iPhone is nearby, where nearby is somewhere in the same 3-4 bedroom home (assuming typical wood frame construction). And of course when the iPhone is with you when you leave the house.
