Can’t spend iTunes gift balance

I just created this apple ID and added a $15 giftcard. When I go to make an in-app purchase, it says insufficient funds, even though the purchase is under $15 and my gift balance is listed as $15.

If that item is listed as slightly less than $15, it's taxed in your area; put in a second gift card or a different payment method.

If that item is listed as far less than $15, click here and ask the iTunes Store staff for assistance.
