I bought a used iMac, I used the control R method to reboot and now I am stuck on the OS X utilities page, I am connected to wifi and I have tried everything to reinstall the software and the disk is locked I am stuck I have tried everything.

Sounds like the iMac was not properly prepared by the seller.

If you can not move forward using the "erase and reinstall macOS" instructions in step #6

Then you will need to ask the seller to properly prepare it or return it and get a refund.
