Is it legal to install two Mac OS on mac?

Is it legal to install two Mac OS on Mac (e.g. High Sierra and Catalina?)? EULA is so cryptic that I didn't understand.

So I had a Mac dealer install Mac OS X 10.11 (El Capitan) on two separate hard drives in my 2009 Mac Pro tower (I wanted two copies). In reading the El Capitan Software License Agreement, it kind of makes it sound like there's only one copy of the operating system allowed, for commercial use, per computer. But my use would likely be commercial for both copies. Are users not allowed to have the same operating system installed, for commercial use, in more than one partition at a time, within the same computer? I don't imagine that's what it's really saying. But just trying to make sense of the legalese. Thanks in advance!

Legally purchasing Mac OS to install on windows computer does Apple sell Mac OS to install on windows based computer, in the same way that windows now offers software to install windows on Mac computers?

Virtual Machines and APPLE Is it OK or NOT OK to use legally a apple BIG SUR image on my mac to run a Virtual Machine? I asked how to do it before and my post was removed so I am now asking if its allowed or not? Thanks. Basically I have a 2018 MBP and I want to use BIG SUR I have downloaded but not installed, on a Virtual Machine to increase my security. Thank. Apple please dont remove this I am just asking the legalities :)

There should be no legal objection as far as i understand - Separate partitions and on a MAC computer and for which the user has license to use.

Now as for a VM may be a little more grey - that said Parallels has allowed OS X in VM for some years
