Is it legal to install two Mac OS on Mac (e.g. High Sierra and Catalina?)? EULA is so cryptic that I didn't understand.

There should be no legal objection as far as i understand - Separate partitions and on a MAC computer and for which the user has license to use.
Now as for a VM may be a little more grey - that said Parallels has allowed OS X in VM for some years
