Why does the volume of the ring when getting a phone decrease in automatically volume. How can I fix this?

Go to Settings>Face ID & Passcode. Attention Aware features is turned on, and that lets the iPhone recognize that you have looked at the iPhone and will reduce the ringer volume. Turn it off and that will stop.
