Your ipad may not be able to upgrade to the highest version.

look here at your ipad https://everyi.com/by-capability/maximum-supported-ios-version-for-ipod-iphone-ipad.html

If you do this Update your iPhone, iPad, or iPod touch - Apple Support and it says you're already up to date, then you can't update.
