It depends how fast you want to charge it. You can plug it into a 5W charger but the 10W charger it shipped with will charge it faster.
However since the iPad mini 2 doesn’t support fast charging (https://www.idownloadblog.com/2018/08/29/iphone-fast-charge-chime/), there’s not much point in going any higher than 10W.
