Can you download movies to an Apple TV device?

I live in an area where the internet is not always great. Have been searching for a device that can run apps that allow you to download movies and tv shows (Prime, Disney+, etc.) similar to my iphone, but will play on my tv. Will Apple TV function this way or is it streaming only? I see that you can buy it with 64GB of storage, but no mention if downloading to apps is available. If it's streaming only does anyone know of anything else that will do this? I feel like there's a need there that for some reason has not been fulfilled. Not everyone has blazing fast internet, and even then uptime is not 100%.
