I've seen this question asked before (starting in the distant past), often 3rd party solutions are recommended, and many of them no longer exist. I'm wondering whether this capability is yet available in Catalina. Can I run a specific command (or script I suppose) at wake and sleep?

Not as part of macOS. You would need a third-party app or write one using AppleScript or Automator.

Sorry, but I'm not familiar with any. I have seen one or two but do not remember what they were called. I saw them at MacUpdate. You may find others in the App Store.
