Can't Reset iPad pro11 with iTunes any alternatives?

My internet is satellite. I think I am timing out before the software downloads. Not sure. I forgot my passcode. Need to reset. Have iPad Pro 11 and Mac Book with Catalina 10.15.4. Tried to reset through iTunes almost a dozen times. have contacted Apple Support spent 2 hours on phone with them and it was determined to be my WIFI. I have even gone and sat in my car in Burger King parking lot (bad timing here) and tried this and it wouldn't go.; Times out kicks me off at about 15 minutes. Also attempted to hook up a WD drive to see if it would speed up anything and don't even know it I have it hooked up correctly but no go. I am almost at the end of my data plan for the month. one or two more tries and I will paralyze our system until 5/8

Any help? Can I do this through cellular? Any other way??
