I couldn't update my apps because this device keep asking me password from apple ID that is not active in this device.
it was my husband device so he registered his apple ID. But then hand it on to me and signed in with my apple ID.
how come this device is still reading and asking my husband's apple ID password?

Because your husband apple id was used to download the app, and that app is tied to it.
You can either use his info to update the app, or delete the app and reinstall it again.

You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.
