iPhone disabled and recurring Error -39 in restoring it

Hello!

I accidentally disabled my iPhone because of 10 incorrect passcode attempts. I've been trying to restore it on iTunes via the "Restore" option. However, every time I download the update and try to restore my phone, I always get the following message: "There was a problem downloading the software for the iPhone. An unknown error occurred (-39)."

I've already tried updating both iTunes and my Windows computer and restarting. My phone also can't be erased via iCloud because my phone doesn't seem to be connected to the Wi-Fi connection at home. When I try to erase it, iCloud just says my device will be erased once connected to the internet.

Any leads would be extremely helpful. Thank you very much!

iPhone X, iOS 13
