Apple TV Remote volume control

I have a new Apple TV 4K, and it's connected to a new 55" TCL 4K UDH TV. Everything on my Apple TV is working just fine, but the only thing that I can't control is my Volume. Has anyone else ever had this issue and if so how can I fix it? I've tried everything.

Also, (side issue) I've noticed that whenever my Apple TV is on its home screen and its about to start Previewing anything on the top half of the screen, I get a quick static sound right before any audio is about to be played. Can't figure out what that is either. Anyone have any ideas?
