Apple ID not been used in iTunes store

From my work iPhone, I transferred all the settings and app to a different iPhone. I then created a new Apple ID and used the new ID to sign into the different iPhone. From this different iPhone Every time I try to get an app from iTunes Store I get the message that this Apple ID has not been used in iTunes Store and I need to review. When I try to login to review it goes back to the original message. I did check my Apple ID account settings, shipping information and even signed out of my iPhone and signed back in. But still the same. Can anyone please shed some light as to what I’m not doing? Thanks

Eric, thanks for responding so quick. I got it sorted. My teenage daughter showed me that I had not agreed to the Terms & Conditions in the App Store. All good now. Thanks again
