HDD doesn't sleep

Hi all,

I just upgraded to High Sierra on my early 2009 Mac Pro.  Now, it doesn't completely go to sleep.  It turns off the video and, as far as I can tell, things like Mail and Messages go quiet.  The pilot light never goes into sleep mode.  The fans continue to run, and once in a while I hear the HDD take a bump.

I've looked at all the energy saver and security settings.  Those didn't change from previous.

I reset the SMC and NVRAM.

EtreCheck shows nothing out of the ordinary.

Have a look and see if Internet Sharing is checked in System Preferences> Sharing, if it is checked the mac will not sleep properly, the screen will go off but the pilot light will not go into sleep mode.
