Your iPad Mini is waaaay behind in upgrades/updates.
You will need to connect your iPad Mini to a full computer, also connected to the Internet, and download and install the latest version of iTunes and let iTunes upgrade your iPad Mini to iPadOS 13.4.1.
Once complete, do a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.

What year and model iPad do own snd what iOS version is it, currently, running?
iPad mini 4, I believe it is 2018 and the model is A1538 EMC2824.
