Install update iPad OS 13.4.1

Your iPad Mini is waaaay behind in upgrades/updates.

You will need to connect your iPad Mini to a full computer, also connected to the Internet, and download and install the latest version of iTunes and let iTunes upgrade your iPad Mini to iPadOS 13.4.1.

Once complete, do a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.
