What can I do if someone sold me an iPhone 11 with imei locked?
iPhone XR, iOS 13
Only the original cellular carrier can unlock this phone.

I have absolutely no idea. (I assume "they" means the original owner.) You would have to ask her/him.

Well, this would be between the cellular carrier and the original owner. The cellular carrier may choose not to unlock the iPhone.
