Facetime Video Icon Grayed Out - new iPhone SE, iOS 13.4.1

The video facetime icon is grayed out on my contacts, and if go into FaceTime and try to start a video call from there, the call immediately ends.

This is on a new iPhone SE running iOS 13.4.1.

Content & Privacy Restrictions is not enabled.
