Apple ID

My cousin just got a new phone and new number and he can not get his apple id to switch over to his new phone. It is asking for his old number and we don't have access to that number.

Phone number is linked to an old account I'm trying to help my father-in-law with his Apple ID account. His old iPhone 4 somehow got locked, but he has no idea what his old Apple ID details are. Apple ID help My husband got a new phone and we are trying to login to his Apple iCloud account but we don’t have access to his old phone number to get the code they sent!
