call comes through but on the caller's end it rings for a while then says the number can not be reached or its disconnected. this happens when i miss a call and the caller can not leave a voicemail message.

You need to check with your cellular provider. They control the calls, and also your voicemail. The message your caller hear is from the provider, and the fact they cannot leave voicemail is controlled by them as well.
