Restore after water exposure, code 4013

Hi all. A week ago my iPhone XS fell in about 6 inches of water for a few seconds. I took it out and it worked fine that afternoon and evening. I forgot to charge it that night, so when I woke up in the morning to a dead batter I plugged it in and I got a support.apple.com/restore message. Every time I plug it in to restore I get a 4013 error. When trying to restore the apple logo just flashes a few times, the screen flickers, and the error code pops up. Is this a result of dropping it in the water? A phone that is supposed to be water resistant? Thanks.
