Blank notification in recently used apps

Since (I think) the upgrade to iOS 13.4, I occasionally see an app in the recently used apps section of the iPadOS task bar with a red notification icon with no number in it. The app doesn’t have the same icon on in its position on the home screen or elsewhere. See attached screenshot.

What does this icon mean?

Thanks, that did it. It didn't occur to me that it was a glitch; as it followed an OS update, I thought it was a new feature that wasn't immediately obvious.
