Dear Apple,
I've been a loyal user of Apple products (iPods, iPads, phones) which has resulted in me having a handful of devices that are outdated (can't be updated) and therefore not being used and gathering dust. Does Apple buy these old devices, e.g. for their parts?

I contacted Apple. There is an Apple Trade In program that allows you to trade in your eligible device for credit toward your next purchase, or get an Apple Store Gift Card you can use anytime. If your device isn’t eligible for credit, Apple will recycle it for free. The older devices (for an iPhone, any model before the iPhone 6s) aren't eligible for this program. As noted, Apple may offer a trade-in value, but it is typically less than most users feel is appropriate.
Selling them privately may bring you a higher value. Just be sure to prepare them properly.

I have iPhone 4S iOS 9.3.6, iPhone 6 12.4.6, iPhone SE iOS 13.4.1, iPhone 8 iOS 13.4.1 and an iPad Pro iPadOS 13.4.1. Prior to that I had iPhone 3GS which is not working any more.
I have been updating all these devices whenever a new iOS is released. I have never encountered any issue whatsoever after any update because I have never downloaded anything over internet directly. Always used apps from App Store only.
Though iOS is not released for many of the above devices but I do not find any issue in its functionality.
You can try and sell them on a site such as Ebay or recycle them. I do not believe will buy them back - you can try to check by clicking on the "Trade in" link when trying to purchase a current product and it will give you the definitive answer from Apple's perspective
No. They don't buy them, but they will take them in for recycle.

The thing is that I don't need 4 iPhones and though you can update their iOS, you can't install the newest ones which limits their capacity.
This forum is the place. Lobsterghost1 has given you the correct answer. You should recycle those devices. Apple does not buy them back.
Apple does have a Trade-in program.
