After doing some research this appears to be a bug within iPadOS. The resolution is to temporarily connect a Bluetooth mouse or trackpad which will reveal the Pointer Control pane within Settings. You can then unpair the mouse/trackpad.

I turned off Bluetooth on my iMac. Turning off then on my Magic Trackpad 2 and not having any other device paired to my iPad allowed the Trackpad to pair with the iPad. That did the trick. I was able to customize the actions and appearance of the Pointer. Thank you.

Only the following pointing devices support the Pointer Control pane within Accessibility:
Magic Mouse (1st and 2nd generation)
Magic Trackpad (1st and 2nd generation)
Magic Keyboard for iPad Pro
Logitech Combo Touch

That is incredibly strange! I am happy to hear that the adjustments you made were still persistent after the Pointer Control pane disappeared. If you have not done so already please submit a bug report, using the following link, so Apple can address it in a future system update.
Check with Logitech support to see if others are having this problem.
There is no Pointer Control pane in my Settings>Accessibility. I have the Logitech Combo Touch and it seems to be working fine except that I can not customize the trackpad pointer. I would like to change the color to something brighter than gray.
I have the Logitech Combo Touch. Within my iPad Air 3, Settings>Accessibility there is no "Pointer Control" option.
Logitech Support Community replied to my issue. The person wrote that Pointer Control is part of iOS and not their software. I’m going to keep trying/looking to find a fix. Thx.
Cool, I'll give it a try using Magic Mouse or Trackpad 2.
After unpairing with Magic Trackpad 2 and reconnecting with the Combo Touch keyboard the appearance adjustments remained but the Pointer Control option in Settings>Accessibility was gone.
