Request clarification, migrating a new photo album created on iphone to macbook photo app.

This has previously been addressed but the answer was not clear as to which iPhone storage setting, "optimize iphone storage" OR "download and keep originals" (seem to be the only two choices in this part of the iphone settings for icloud section.) ie, which setting will allow my phone cam photos to be on the apple photos app on my MacBook? Are there specific settings needed on the macbook icloud phot app settings? Now it seems impossible to migrate an album, call it "xyz-photos", to the album menu on my mac book , yet both devices are using the same icloud account. (the new album contains 102 recent iphone cam photos that i placed into that new album from my phone and uploaded it to icloud, but not accessible from my macbook of the same icloud acct). Both iphone and macbook are connected to the same icloud account but it seems all but impossible to the the new photo album to go to the macbook's photo app. Thanks in advance.
