So I'm trying to do my book report, but it seems like when I try to add a page in between, it keeps selecting the pages as bulk. (Page 1 & 2), I just want to move 4 in between 1 & 2, but it won't let me. How can I break this. Page break isn't an option either. Please help, thank you!

Page 1 and Page 2 must be is separate Sections. From the yellow 'section border enclosing only Page 2, that appears to be the case.
Page 4, which you want to move, must also be in a section of its own. If it is not, you will need to insert a Section Break at the end of text on Page 3, and another section break at the end of Page 4.
Then, with Page 4 the only page in its Section, you should be able to drag the thumbnail in the left sidebar up, and drop it into place between pages 2 and 3.
This was the behaviour in previous versions of Pages. It may have changed in the version you are using,
