was given a apple watch need help

its a apple watch series 1 38mm stuck in a boot loop. when i try to reset it by holding down both buttons it just pops up with a red cricle then i try to reset it again and it boot loops also can not hold a charge. Do you guys think it is just ab battery issue or software??
