My icloud is set up
My photos are in the iCloud, I've checked. However they are still on my MacBook Pro despite my checking to optimise my storage. Can I safely remove the photos from my MacBook Pro?

No, optimized only means that the photos on your device are not originals. The originals are retained on iCloud, and in effect reduces the storage requirements of your computer.
Any photos removed from your computer will also be removed from iCloud which is primarily a syncing service, not a backup service.
