If I upload all of my photos to my icloud account, is it safe to delete them from my Mac?

If I back up all of my photos onto my cloud acct , and recently checked to be sure they were there. Can I now delete them from my macbook air and my to free up storage on those devices?

No. iCloud syncs your data between devices. So, if you delete a picture on your Mac, it will delete from iCloud and any connected device. You can free up space by selecting Optimize photos (Open Photos, Photos > Preferences > iCloud and enable optimize). This will keep originals in iCloud and smaller files on your Mac.
