There have been posts by people who have contacted Apple Support and they were told that if you delete an ID associated with an email address, you can never reuse the email address for an Apple ID.  You will need to get another e-mail address to use as your Apple ID.

You may need to reach Apple’s Account Security department. If you cannot find your country or are not able to call, then complete this form and send it to them.

I would take with a grain of salt what you have read that other users claim to have been told something by Apple Support. It is not very reliable unless they provided acceptable evidence. There is really little that Apple can't do with an Apple ID, if they are willing to do it.
