My baby niece is turning 10.
Her parents have a strict rule of NO SMARTPHONE until 12. At 10, she can have a phone for emergency call.
I have search hi/lo for a non-smart phone for work with either Verizon or AT&T. Sadly they are all "ugly". Yes my niece has a fashion sense.
If I were to get her a used or new SE phone, can I turn off all smart phone capabilities such as web surfing...

You can pretty well lock down an iPhone with Screen Time and Restrictions. You can disable the App Store. You can uninstall most of the default apps. You can disable Safari and even things like the camera if you want.
Go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases
Change Installing Apps to Don’t Allow
