Update Apple ID Settings Infinite Loop Bug

I am having the "Update Apple ID Settings" infinite loop bug.


I setup my daughter's phone, and everything works fine, except there is a notification to "Update ID Settings".


The flow:


  1. Go to Settings
  2. Select Update Apple ID Settings
  3. Continue
  4. Enter password
  5. I see this: "Updating Apple ID Settings" for about a minute
  6. It then loops back to #3


Forever.


Here is what I have tried:


  1. Restarted
  2. Signed out, signed back in
  3. Made sure software was updated
  4. Made sure Time / Day was correct
  5. Attached phone to computer and logged (successfully) into iTunes.
  6. Entered wrong password - it comes back and says its the wrong password, so something is authenticating somewhere. Also suggests the current password I am using IS correct.
  7. Stroked a goat's head in a counterclockwise direction


The only thing I haven't done is a Hard Reset on the phone. Is there anything else I can do before wiping it and starting over?
