Scanning for Bluetooth devices

My iPhone 7 Plus is not scanning for nearby Bluetooth devices. It was paired to a device and it failed to connect to it (made two attempts), and when it couldn’t connect (which there was no reason WHY, I was sitting right next to the device while it was on and Bluetooth was enabled) it forgot the device. Now it isn’t scanning for that device, even though my Bluetooth is enabled and the device is on. My boyfriends iPhone Pro Max pairs with it, no problem. I’ve tried restarting my phone, enabling Bluetooth on my phone and turning the Bluetooth Device on and it still doesn’t scan for it. I don’t know if it’s the device, my phone not scanning for devices PERIOD, or what the problem is.
