if i were to purchase 50gbs of icloud storage for $.99 a month and i decide to cancel it after a while of using it . will i still be able to have the 50gbs or will the iPhone automatically downgraded ?

You can only use the storage as long as you have an active subscription. There is more information in Downgrade your iCloud storage - Apple Support
